福建医科大学关于加强新冠肺炎疫情期间滞留中国境外来华留学生管理暂行规定

 Interim Provisions of Fujian Medical University on Strengthening Management of International Students Stranded in China during the COVID-19 Pandemic


 第一章总则

 Chapter I General Principles

 第一条为进一步加强新冠肺炎疫情(以下称新冠疫情)期间滞留中国境外来华留学生的管理,帮助留学生克服实际困难,顺利完成学业,根据《福建医科大学来华留学本科学生学籍管理规定》(闽医大〔2018〕203号)等有关文件精神,特制定本规定。

 Article I These Provisions are formulated in accordance with the Regulations on Student Status Management of International Undergraduates of Fujian Medical University  (Document No.203〔2018〕of Fujian Medical University) and other documents to further strengthen the management of International students stranded in China during Corona Virus Disease 2019 (hereinafter referred to as the COVID-19 Pandemic), and help them overcome difficulties and successfully complete their education.

 第二条本规定仅适用于我校各级各类因新冠疫情滞留中国境外的来华留学生,下述的学生仅指这类留学生。

 Article II These Provisions are only applicable tointernational students in all grades of the university who are stranded in China due to the COVID-19 Pandemic.The students mentioned below refer only to these students.

 第二章学业管理

 Chapter II Academic Management

 第三条课程修读

 Article III Courses

 (一)英语授课的本科生

 IUndergraduates taught in English

 采取持续线上教学方式。

 Adopt continuous online teaching method.

 1.理论课

 1. Theory courses

 理论课采用“教学课件+预习材料+教学录播视频(或录音)+学习要求+作业(包括练习题、自测题)+相关文献资料+答疑安排+考核要求”等相结合的方式开展,同时发布学习任务。(具体要求参照《关于新冠肺炎疫情常态化防控期间进一步做好滞留中国境外来华留学生线上教学工作的通知》(医大留办〔2020〕22号)执行。)

 The theory courses are carried out by combining “teaching courseware + pre-course materials + recorded teaching video (or tape) + learning requirements + homework (including exercises and self-tests) + related literature + Q&A schedule + examination requirements”, and the learning tasks are released synchronously. (Please refer to the Notice on Further Improving Online Teaching for International Undergraduate Students Stranded in China during Normalized Prevention and Control of COVID-19 Pandemic (Document No. 22〔2020〕of International Students Office) for specific requirements to be followed.)

 学生根据学习任务的发布时间、学习内容和要求等安排学习计划,认真及时完成学习任务。教师将从学生线上学习进度、作业完成情况等方面检查学生的学习状态。

 Students shall arrange their study plans based on the release time, learning contents and requirements of learning tasks, and complete the tasks conscientiously and timely, while teachers will check their learning states from online learning progress and completeness of homework.

 2.实验课、见习课

 2. Laboratory courses & practice courses

 对个别适合在线教学的实验课可酌情在线上开课;不具备在线开课条件的实验课或见习课可暂不进行线上教学,待学生全部返校后再行安排补课。

 Some laboratory courses suitable for online teaching can be offered online as appropriate, while the laboratoryand practice courses with conditions for online teaching unavailable may not be offered online for the time being, but be arranged after all students return to the university.

 3.重修、免修与自修

 3. Retaking, exemption and self-study

 需要办理重修、免修或自修的学生应及时同学校或辅导员联系,按规定在线办理相关手续。不按规定办理相关手续者,错过学习时间,所造成的后果由学生本人负责。

 Students who need to apply for retaking, exemption or self-study shall contact the university or counselor in time, and go through relevant procedures online as required. Students who fail to go through relevant procedures and miss the learning time shallbe responsiblefor the consequences.

 4.实习

 4. Internship

 (1)对已经进入临床实习阶段的学生,如有条件在生源国开展临床实习者,可向学校提出申请,经批准后应在确保安全的前提下,可在生源国医疗卫生管理机构官方认可的教学医院进行临床实习。实习期间应做好实习记录和鉴定等,待返校后提交相关实习证明,完成实习认定。学生返校后,参加学校组织的强化培训及毕业考核等,考核成绩亦作为临床实习成绩予以记载。毕业考核未通过者,应留校重新实习。

 (1)Students who are at clinical practice stage can apply to the university if they are able to carry out clinical practice in the source country. After being approved, they can have clinical practice in the teaching hospital officially recognized by the medical and health administration institution of the source country on the premise of ensuring personnel safety. During the internship, internship records and identification shall be made properly, and relevant internship certificates shall be submitted to the university after the students return to complete the internship accreditation. After returning to the university, students shall participate in intensive training and graduation examination organized by the university, and the results of examination will be also taken as the achievements for clinical practice. However, students failing to pass the graduation examination shall stay in the university and have another internship.

 (2)如学生在生源国无法开展临床实习或学校认定不具备临床实习条件的学生应申请休学,待返校后根据学校统一安排参加临床实习。

 (2)Students who cannot carry out clinical practice in the source country or have been identified by the university as not qualified for clinical practice shall apply for suspension, and will participate in clinical practice uniformly arranged by the university after returning.

 (3)对即将进入临床实习阶段但未完成实验课或见习课学习的学生,暂不进行临床实习,待学生返校完成实验课和见习课并通过考核后再进行临床实习。

 (3)The clinical practice for students who are about to enter the clinical practice stage but have not completed the laboratory or practice courses shall not be carried out until the studentsreturn to complete the laboratory and practice courses, and pass the examination.

 (二)汉语授课的本科生

 II Undergraduates taught in Chinese

 1.各年级汉语授课的本科生的理论课、实验课、见习课和临床实习的教学安排,按学生所在学院(部)的具体安排同步进行。

 1. The teaching arrangement of theory, laboratory and practice courses, as well as clinical practice, for students in all grades and taught in Chinese shall be carried out in accordance with the specific arrangement of the college (department) which the students belong.

 2.学生如无法按其专业授课要求进行学习的,按本规定第八条办理休学手续。

 2. Students who are unable to study according to the teaching requirements of their major shall go through the suspension procedures as required in Article VIII of these Provisions.

 (三)研究生

 III Postgraduates

 1.研究生应按时参加学校组织的线上学习,具体学业规范遵照本规定中相关要求执行。

 1. Postgraduates shall participate in online learning organized by the university on time. Requirements on specific academic regulations in these Provisions shall be followed.

 2.研究生应在导师指导下开展科研工作、参加学术活动。符合开题或答辩条件的可以申请线上开题或答辩。如无法按时完成开题或答辩的,按本规定第八条办理休学手续。

 2. Postgraduates shall carry out scientific research and participate in academic activities under the guidance of their tutors.Students who meet the conditions for proposal and defense can apply for online proposal and defense. However, if the students fail to complete the proposal or defense on time, they shall go through the suspension procedures specified in Article VIII of these Provisions.

 第四条考勤

 Article IV Attendance

 1.学生应及时完成教师发布的各类线上学习任务。教师发布学习任务10日后仍未完成者,则认定为旷课。累计三次旷课者,认定为平时成绩不合格,不得参加期末考试,应重修该课程。

 1. Students shall complete all online learning tasks issued by teachers in time. Students failing to complete the learning tasks issued by teachers within 10 days shall be considered as truancy. Students who have been absent from class three times in total shall be identified as failure in class performance. Therefore, such students cannot take the final exam and shall retake the course.

 2.如学生因网络故障等客观原因导致无法正常完成学习任务,学生应设法通过各种途径与学校取得联系,及时办理请假手续。待问题解决后,学生应向学校申请销假。经学校批准后,学生应在期末考试前完成线上学习任务。期末考试前未完成线上学习任务者,认定为平时成绩不合格,不得参加期末考试。

 2. Students unable to complete their study tasks due to objective reasons such as network failure shall try their best to get in touch with the university, go through procedures for asking for leave in time, and report back to the university once the problems have been solved. After being approved by the university, students shall complete their online learning tasks before final exams. Students who fail to complete their online learning tasks before final exams shall be considered as failure in class performance, and will not be allowed to take final exams.

 3.未请假或请假未获批准者,按本规定第八条处理。

 3. Students who have not asked for leave or leave without approval shall be dealt with according to Article VIII of these Provisions.

 第五条课程考核与成绩记载

 Article V Examination & Grades Recorded

 (一)课程考核

 I Examination

 1.学校对各课程组织线上考核,考核成绩由平时考核成绩(占总成绩的50%~60%)和理论考试成绩(占总成绩的40%~50%)两部分组成。

 1.The university organizes online examination for each course, and grades of the examination shall be determined based onthe class performance (accounting for 50% - 60% of the total score) and theory tests (accounting for 40% - 50% of the total score).

 有实验课或见习课的课程,平时成绩由课件学习完成度、在线任务(如在线作业、小测等)以及实验课或见习课成绩三个部分组成。因客观原因暂未完成实验课或见习课的课程,平时成绩中暂不包含实验课或见习课成绩,待学生返校完成实验课或见习课后再予以评定。

 As for laboratory or practice courses, the grades of class performance shall be determined based onthe courseware learning completeness, online tasks (such as online homework, quiz, etc.) andlaboratory or practice courses. If the students fail to complete laboratory or practice courses due to objective reasons, their grades of class performance will not include the grades of laboratory or practice courses for the time being which will be evaluated after the students have returned to the university and complete the laboratory or practice courses.

 无实验课或见习课的课程,平时成绩由课件学习完成度、在线任务(如在线作业、小测等)两部分组成。

 If the students do not have laboratory or practice courses, their grades of class performance shall be determined based onthe courseware learning completeness and online tasks (such as online homework, quiz, etc.).

 2.任课教师负责学生平时成绩的统计工作。平时成绩不合格者,不得参加期末考试。任课教师应在课程结束后一周或期末考试前一周将平时成绩不合格名单报送至各有关学院及留学生工作办公室。

 2. Teachers who give classes are responsible for calculating the grades of class performance. Students who fail in class performance will not be allowed to take final exams. Teachers who give classes shall submit the list of students failing in class performance to relevant colleges and the International Students Office one week after the courses are closed or one week before final exams.

 (二)缓考

 II Deferment

 学生应按时参加课程考核,如遇到网络问题或出现其他不可抗力致无法参加考试的情况时,应于考试前向学院提出缓考申请,经学院批准后,参加补考。未经批准或擅自不参加考试者皆以旷考论。

 Students shall participate in the examinations on time. In case of any network problems or other force majeure preventing students from taking an examination, students shall apply for deferment to the college before the examination, and take part in the make-up examination after being approved by the college.Students who do not take the examination without approval or authorization shall be considered as absent from the examination.

 (三)成绩报送

 III Grade submission

 1.课程考核结束后,任课教师须将课程成绩按正常途径上报教务系统,成绩纸质版报送至留学生工作办公室备案。

 1.After the examinations, teachers who give classes must have the grades reported to the educational administration system by normal ways, while the grades printed on paper will be submitted to the International Students Office for filing.

 2. 对暂未完成实验课或见习课课程的,任课教师须在理论考核结束后10日内先将理论成绩报送至各有关学院及留学生工作办公室,教务系统上统一按“过程中”予以记载,最终成绩待学生返校完成相关实验课或见习课教学,取得相应成绩后再上报教务系统,成绩纸质版报送至留学生工作办公室备案。

 2. For students failing to complete the laboratory or practice courses for the time being, their grades of theory examinations shall be reported to the relevant college and the International Students Office by the teachers who give classes within 10 days after the examinations, and recorded in the educational administration system as “in progress”. The final grades of such students will be reported to the educational administration system after they have returned to the university and complete relevant laboratory and practice courses, while the grades printed on paper will be submitted to the International Students Office for filing.

 (四)补考

 IV Make-up examination

 1.课程考核成绩未满60分者应参加补考;

 1. Students whose score is less than 60 shall take make-up examination;

 2.对因客观原因暂未完成实验课或见习课课程者,期末考核成绩未达理论考试、课件学习和线上任务三项成绩之和的60%者,应参加补考。

 2.For students failing to complete laboratory or practice courses due to objective reasons and with grades of final exams less than 60% of the sum of the grades of theory examination, of courseware learning and of online tasks, they shall take make-up examination.

 (五)学生如发生旷课、旷考、考试违纪等违反学业规范的行为,按照《福建医科大学来华留学本科生学籍管理规定》(闽医大〔2018〕203号)和《福建医科大学学生违纪处分管理规定》(闽医大〔2017〕316号)处理。

 V Students who violate academic regulations such as truancy, absence from examination, violationof the examination discipline, etc. must be dealt with in accordance with the Regulations on Student Status Management of International Undergraduates of Fujian Medical University  (Document No.203〔2018〕of Fujian Medical University) and the Student Disciplinary Punishment Regulations of Fujian Medical University (Document No.316〔2017〕of Fujian Medical University).

 第六条学习期限

 Article VI Study Period

 因受境内外出入境政策限制,学生返校时间无法确定。学生滞留境外期间年限(含学习、休学、编级等)不计入规定学习年限。

 Due to the entry and exit policy restrictions at home and abroad, the return time for students cannot be determined. Therefore, the period of students staying abroad (including study, suspension, grading, etc.) will not be calculated in the prescribed study years.

 第七条编级

 Article VII Demotion

 由于线上学习不完整,无法准确核算学生各课程学分,因此暂不执行编级。

 Demotionwill not be implemented for the time being as the online courses are incomplete and it is impossible to accurately calculate the credits of students in each course.

 第八条休学与退学

 Article VIII Suspension & Withdrawal

 1.学生有下列情况之一者,应办理休学手续:

 1.Students having one of the following conditions shall go through suspension procedures:

 (1)因疾病、网络障碍等客观原因或出现不可抗力情形导致无法坚持在线学习者;

 (1)Unable to continue online learning due to diseases, network barrier and other objective reasons, or force majeure;

 (2)无法满足所在专业学习条件者;

 (2)Unable to meet the learning conditions of their major;

 (3)请假累计超过本学期总学时三分之一以上者;

 (3)Accumulated leave time exceeding 1/3 of the total class hours of this semester;

 (4)即将进入临床实习阶段,尚未完成实验、见习课者;

 (4)Being about to enter the clinical practice stage but having not completed the laboratory and practice courses;

 (5)已进入实习阶段,但无生源国实习条件者;

 (5)Having entered the practice stage but not having the conditions for clinical practice in the sources country;

 (6)研究生无法完成中期考核或论文答辩者。

 (6)Graduate cannot complete the mid-term examination or thesis defense.

 2.学生有下列情况之一者,应办理退学手续:

 2. Students having one of the following conditions shall go through withdrawal procedures:

 (1)休学期满后两周未提出复学申请或无法联系者;

 (1)Failing to apply for re-enrollment or unable to be reached after two weeks after the expiration of suspension;

 (2)休学期满后申请复学审查不合格者;

 (2)Being unqualified for re-enrollment review as per the application after the expiration of suspension;

 (3)本人申请退学者;

 (3)Applying for withdrawal;

 (4)学校规定的不能完成学业、应予以退学的其他情形。

 (4)Other circumstances stipulated by the university in which students are unable to complete their studies and shall drop out from the university.

 3.学生如遇新冠疫情隔离、战争等不可抗力情形及其他客观原因(如网络封锁)导致与学校失去联系达2个月的,学校按本规定第八条第一款第1项给予休学处理。学生必须尽其所能,于休学期满前与学校取得联系,并根据实际情况办理相关复学或休(退)学手续。如休学期满后学生仍未或无法与学校取得联系,学校将按本规定第八条第二款第1项给予退学处理。

 3. If a student has lost contact with the university for 2 months, due to COVID-19 epidemic isolation, war and other objective reasons, as well as force majeure, relevant suspension procedures shall be handled by the university in accordance with Article VIII, Item 1 of these Provisions. Students must do their best to get in touch with the university before the expiration of suspension, and go through the relevant procedures of re-enrollment or suspension (withdrawal) based on the actual situation.If the student fails or is unable to contact the universityafter the expiration of suspension, relevant withdrawal procedures shall be handled by the universityin accordance with Article VIII, Item 2of these Provisions.

 4.学生可在线办理休(退)学手续或委托在境内同学协助完成休(退)学手续。无法联系的学生休(退)学相关材料以置留方式送达,同时在学校网站予以公告并向学生生源国驻中国使(领)馆报告。

 4. Students can go through suspension (withdrawal) procedures online or entrust students in China to assist in completing the procedures. Materials related to the suspension (withdrawal) of unreachable students shall be left with an appropriate person at the student’s residence or place, and relevant announcement will be shown on the university’s website and sent to the embassy (consulate) of the sources country of the student in China.

 5.休学期间,学生应坚持同学校保持联系,及时了解中国出入境政策和疫情防控要求,为随时返校复学做好准备。

 5. During the suspension, students shall keep in touch with the university, keep abreast of China's entry and exit policies, as well as epidemic prevention and control requirements, and be ready to return to the university at any time.

 第九条毕业

 Article IX Graduation

 学生滞留中国境外期间,学校暂不进行在线毕业考核。对已完成课程修读并通过临床实习轮转的学生,可向学校申请结业证书。待返校后,通过毕业考核者换发毕业证书,毕业证书日期按实际发证日期填写;达到学位授予条件者,可申请授予相应学位。

 While the students are stranded outside China, the university may not implement online graduation examination for the time being. Students who have completed the course and passed the clinical practice rotation can apply for a Certificate of Completion. After returning to the university, students who pass the graduation examination will receive Certificate of Graduation, and the date on which shall be subject to the date of the diploma. And students meeting the requirements for degree awarding can apply for the corresponding degree.

 Chapter III Student Management

 第十条缴费与注册

 Article X Payment and Registration

  1.参加在线学习的学生应按其所在专业年级的收费标准足额缴纳学费;不参加在线学习的学生应按本规定第八条办理休学手续。

  1. Students taking part in online learning shall pay the tuition fees in full according to the charging standards of their major and grades; while students not participating in online learning shall go through the suspension procedures specified in Article VIII of these Provisions.

 2.在生源国开展临床实习的学生当年学费核减为4500元。

 2. For students who carry out clinical practice in their source country, the tuition fee is RMB 4,500.

 3.参加在线学习的学生按学校规定的日期在线办理注册手续,按时足额缴纳学费,方可取得本学年(期)学习资格。如有困难不能按期缴纳学费者,应事先提交缓缴申请,经批准后,可酌情延缓1-2周缴清。

 3. Students taking part in online learning shall go through registration procedures online on the date specified by the university, and is eligible for study in this semester (school year) after paying the tuition fees in full. Students who have difficulties in paying the tuition fees on schedule shall submit an application for holdover and pay the fees 1-2 weeks later as appropriate after being approved.

 4.因故不能如期注册者,应事先履行请假手续,暂缓注册。请假一般不得超过两周。未经请假、请假未被批准或请假逾期者,除因不可抗力导致不能履行上述行为外,视为放弃学籍,按自动退学处理。

 4. Students who fail to register on schedule shall go through the procedures for asking for leave first and suspend the registration. Generally, the leave shall not be longer than two weeks. Students who have not asked for leave or leave without approval or longer than approved due to reasons other than force majeure will be regarded as giving up the student status, and treated as dropping out.

 第十一条日常管理

 Article XI Daily Management

 1.学生应坚持同学校保持联系。网络条件不佳的同学应通过电话或其他途径与学校取得联系,告知其目前处境,及时办理相关休学手续。

 1. Students shall keep in touch with the university. Students with poor network shall get in touch with the university by telephone or other means, inform the university of their current situation, and handle relevant suspension procedures in time.

 2.学生应及时关注中国入境政策调整情况和疫情防控要求,随时做好返校准备。

 2. Students shall pay close attention to the adjustment of entry policies and the requirements of epidemic prevention and control in China, and get ready to return to the university at any time.

 3.学生应遵守中国法律法规和校纪校规,对违反中国法律法规和校纪校规的,不配合中国政府和学校疫情防控要求的,按《福建医科大学学生违纪处分管理规定》(闽医大〔2017〕316号)处理。

 3. Students shall abide by Chinese laws and regulations, as well as university rules and disciplines. Any student who violates Chinese laws and regulations or university rules and disciplines or fails to meet the requirements on epidemic prevention and control of Chinese government and the university shall be dealt with according to the Student Disciplinary Punishment Regulations of Fujian Medical University (Document No.316〔2017〕of Fujian Medical University).

 4.学生滞留中国境外期间,应做好个人安全防护,及时通报本人及家庭成员与疫情相关的身体健康状况。

 4. Students stranded outside China shall protect themselves well, and inform about their physical conditions, as well as their families’, without delay.

 第十二条奖学金评定

 Article XII Scholarship Evaluation

 1.学生可申请参评福建省政府奖学金和学校来华留学生奖学金。奖学金评定时,与境内学生按一定比例分开评定。奖学金申请条件、人员选拔和公示等程序按照《福建省政府外国留学生奖学金项目实施办法》(闽教合作〔2017〕23号)和《福建医科大学来华留学生奖学金评选办法(试行)》(闽医大〔2019〕263号)执行。

 1. Students can apply for the Fujian Provincial Government Scholarship and the Scholarships for International Students of the university. In scholarship assessment, international students abroad will be separately from the students in China in a certain proportion. The application, selection, announcement and other procedures for scholarship shall be implemented in accordance with Implementation of the Fujian Provincial Government Scholarship Programfor International Students (MJHZ 〔2017〕No. 23) and Measures for the Appraisal of Scholarship for  International Students of Fujian Medical University (For trial implementation) (Document No.263〔2019〕of Fujian Medical University).

 2.奖学金评定以学生综合测评为主要依据。综合测评具体计算方法另行通知。

 2. Scholarship assessment is mainly based on comprehensive student evaluation. Specific calculation method for comprehensive evaluation will be noted separately.

 3.学生所获奖学金可优先冲抵下一年度学费。

 3. The scholarships received by the student can be offset against the tuition fees for the following year.

 第四章附则

 Chapter IV Supplementary Provisions

 第十三条本规定自印发之日起施行,终止时间另行通知。本规定未尽事宜,参照《福建医科大学来华留学本科学生学籍管理规定》(闽医大〔2018〕203号)执行。

 Article XIII These Provisions shall come into force from the date of issue, and the termination time shall be notified separately. Matters not covered in these Provisions shall be implemented with reference to the Regulations on Student Status Management of International Undergraduates of Fujian Medical University  (Document No.203〔2018〕of Fujian Medical University).

 第十四条本规定由校留学生工作办公室负责解释。

 Article XIV FMU authorizes the International Students Office to interpret these Regulations.
