关于开展电动自行车校内通行牌（标识）申报的通知
Notice on Carrying out the Declaration of Electric Bicycle Campus Pass (Sign)
为规范学校电动自行车管理，保障校园稳定和师生安全，根据《福建医科大学校内电动自行车管理规定（2024 年修订）》，现将开展电动自行车校内通行牌（标识）申报的相关事宜通知如下：
In order to standardize the management of electric bicycles in our university, ensure campus stability and the safety of teachers and students, and in accordance with the Regulations on the Management of Electric Bicycles on Campus of Fujian Medical University (Revised in 2024), the relevant matters regarding the application of electric bicycle on campus traffic passes (signs) are hereby notified as follows:
一、师生员工的电动自行车须取得辖区公安机关交通管理部门登记的号牌及行驶证，未取得号牌及行驶证的师生员工请及时履行电动自行车登记注册审批的上牌程序（见附件1）。校内相互转让的电动自行车，如行驶证未在本人名下，请及时重新注册审批。
I. Teachers’, students’, and staff members’ electric bicycles must obtain license plates and driving licenses registered with the traffic management department of the local public security organs. The teachers, students, and staff members who have not obtained license plates and driving licenses are required to promptly complete the registration and approval procedures for electric bicycles (see Annex 1). Electric bicycles transferred between universities, if the driving license is not in your name, please re register and approve in a timely manner.
二、自12月30日起，师生员工可通过“平安福医”微信公众号申报电动自行车校内通行牌（标识）（申报流程见附件2）。登记备案的车辆必须是本人使用的，且车辆所有人为本人或本人直系亲属。使用伪造行驶证，系违法行为，后果由申报人自行承担。
II. Since December 30, teachers, students and employees can apply for the campus pass (sign) of electric bicycles through the “Peaceful FJMU” WeChat official account (see Annex 2 for the application process). The registered bicycle must be used by the individual and owned by the individual or their immediate family members. Using a forged driving license is an illegal act, and the consequences shall be borne by the declarant themselves.
三、请携带电动自行车、本人身份证原件和行驶证原件，现场办理电动自行车校内通行牌（标识）。
（一）办理时间
1. 乌山校区：2025年1月15日至1月20日每日 9:00-12:00,15:00-18:00
2. 旗山校区：2025年2月15日至28日每日9:00-12:00,15:00-18:00。
（二）办理地点
1. 旗山校区：保卫处服务大厅。
2. 乌山校区：南大门岗亭。
III. Please bring your electric bicycle, original ID card and driving license; and apply for the electric bicycle campus pass (sign) on site.
1. Processing Time
1) Wushan Campus: From January 15th to January 20th, 2025, daily from 9:00-12:00 and 15:00-18:00
2) Qishan Campus: From February 15th to 28th, 2025, daily from 9:00-12:00 and 15:00-18:00.
2. Processing Location
1) Qishan Campus: Security Service Hall.
2) Wushan Campus: South Gate Guard Pavilion.
四、请师生员工自行处理无法申请校内通行牌（标识）的电动自行车。保卫处将在春季学期开学后不定时对未办理电动自行车校内通行牌（标识）的车辆张贴提示单，要求于2025年4月30日前将未办理校内通行牌（标识）的电动自行车移出校园。2025年5月1日起，未办理校内通行牌（标识）的电动自行车一律不得入校或在校内行驶。
IV. Please handle electric bicycles that are unable to apply for campus passes (signs) on their own. The security department will periodically post notice forms for electric bicycles that have not obtained an on campus passes (signs) for them after the start of the spring semester. It is required that the electric bicycles that have not obtained an on campus passes (signs) be removed from the campus before April 30, 2025. Starting from May 1st, 2025, the electric bicycles that have not obtained campus passes (signs) are not allowed to enter or drive on campus.
五、校内电动自行车管控按照“控制增量、逐步减少”的原则，保卫处将常态化开展电动自行车校内巡查工作。2025年5月1日起，对未办理校内通行牌（标识）的电动自行车，统一清理至集中存放点（旗山校区学生宿舍12号楼西南侧围墙；乌山校区学生宿舍3号楼东侧围墙）。申请领回的车主，需持《福建医科大学电动自行车领取申请表》（见附件3）、身份证和车钥匙，到存放点认领，并将电动自行车退出校园。
V. The control of electric bicycles on campus follows the principle of “controlling increments and gradually reducing”, and the security department will carry out regular inspections of them on campus. Starting from May 1st, 2025, the electric bicycles that have not been issued with on campus passes (signs) will be uniformly cleared and stored in centralized storage locations (Southwest Wall of Building 12 in Qishan Campus Student Dormitory; East Wall of Building 3 in Wushan Campus Student Dormitory). The owner who applies to retrieve the electric bicycle must bring the “Application Form for Collecting Electric Bicycles from Fujian Medical University” (see Attachment 3), ID card, and car key to the storage point to claim it, and remove it from the campus.
六、电动自行车上牌后，应当保持校内通行牌（标识）的完整清晰，任何单位和个人不得遮挡、污损、买卖、伪造、转借校内通行牌（标识）。如出现上述行为，将对通行牌（标识）做销牌处理。
VI. After the electric bicycle is registered, the campus pass (sign) should be kept intact and clear. No unit or individual shall cover, stain, buy, sell, forge, or lend it. If the above behavior occurs, the campus pass (sign) will be cancelled.
