Implementation Rules for the Exit and Entry Management of International Students from Fujian Medical University in China
Chapter I
General Provisions
Article 1 In order to further standardize the management of entry and exit permits for international students studying in China at our university, and to create a safe and stable study environment for them, in accordance with the Exit and Entry Administration Law of the People’s Republic of China (Chairman’s Order No. 57 of the People's Republic of China) and the Regulations on the Administration of Entry and Exit of Foreigners of the People’s Republic of China (Order No. 637 of the State Council of the People’s Republic of China), and in combination with the actual situation of our university, these implementation rules are formulated.
Article 2 These rules apply to all types of international students studying in our university (hereinafter referred to as students).
Chapter II
Visa and Entry
Article 3 Before entering the country, students must hold the admission notice issued by the school, the Application Form for Visa for International Students in China (JW201/202), and according to the guidance of the Chinese Embassy in their country of origin, complete necessary entry physical examinations and other related procedures before applying for a study (X) visa. Students with a study period of 180 days or more should apply for an X1 visa; Students with a study period of less than 180 days can apply for an X2 visa.
Article 4 Students who enter without a visa cannot directly apply for a study visa or residence permit. They should apply for a study visa (X character) before leaving the country before the expiration of the visa free stay period, and then apply for a study residence permit after re-entering the country.
Article 5 Students should maintain contact with their classmates and universities during the visa application process, and be informed of their visa application status at any time.
Article 6 Students must hold a study visa (X character) when registering for admission. If they hold other types of visas, the university will not register and will have a deadline for departure. The economic losses and legal responsibilities arising from this shall be borne by the individual student.
Article 7 Students who enter the country with an X1 visa should go to the local police station in their place of residence within 24 hours to complete the accommodation registration procedures, and apply for an extension of their residence permit within 30 days after entering the country; students holding X2 visas are not required to apply for a residence permit during the visa validity period.
Chapter III
License Management and Residency in China
Article 8 Students are the first responsible person for the management of their valid documents in China, and should ensure that their passports and residence permits are always valid during their stay in China.
(1) When the validity period of a student’s passport is less than 120 days, the student should promptly apply for a change to their embassy and obtain a new passport within 50 days before the expiration of the passport validity period. They should apply for passport information change and residence permit extension procedures within 10 days after obtaining a new passport.
(2) When the validity period of a student’s residence permit is less than 50 days, the student should immediately apply for an extension of the residence permit.
(3) When the validity period of a student’s residence permit is less than 30 days, the student is unable to apply for an extension of the residence permit. They should leave the country before the expiration of their residence permit and reapply for a visa to enter the country.
Article 9 During their stay in China, students shall not engage in illegal residency. If there is an illegal residence situation, while accepting punishment from the entry and exit management agency of the public security organs in accordance with the Exit and Entry Management Law of the People’s Republic of China, the university will, in accordance with the Regulations on the Management of Disciplinary Actions for Students of Fujian Medical University, give them a demerit or stay on campus for observation or above depending on the severity of the situation.
Article 10 During their stay in China, students should properly keep their passports and residence permits. In case of loss, damage, theft or robbery, it is necessary for them to immediately declare it invalid to the entry and exit management agency of the public security organs and promptly apply for relevant documents.
Article 11 Students who graduate, complete, drop out of university, take a break (leave) from university, or leave university early shall report to the public security exit and entry management agency in a timely manner before leaving the country, and cancel their residence permits, issue new foreign residence permits, and leave the country on schedule in accordance with relevant regulations.
Article 12 During their stay in China, students shall abide by various laws and regulations as well as university rules and regulations, and shall not engage in any behavior that endangers national security or disrupts social order in China. They shall not engage in any activities that do not match their identity as students, and shall be strictly prohibited from drinking, gambling, fighting, illegal work, drug use, drug trafficking, and other harmful behaviors and all illegal criminal acts. If the above situation occurs, while accepting punishment from the entry and exit management agency of the public security organs in accordance with the Exit and Entry Management Law of the People’s Republic of China, the university will also impose corresponding punishments according to the Regulations on the Management of Disciplinary Violations for Students of Fujian Medical University, depending on the severity of the situation.
Article 13 During the period of studying at university, students may apply for family members to enter the country to accompany them in the following situations.
(1) Students who are hospitalized due to illness, accidents, and other reasons require accompanying care;
(2) Doctoral students who have completed at least one year of study;
(3) Other reasons recognized by our university.
After entering the country, student family members shall comply with various laws and regulations of China and shall not engage in employment or other business activities in China. If a person violates relevant laws and regulations, the university has the right to cancel their qualification in China and set a deadline for departure.
Chapter IV
Supplementary Provisions
Article 14 Matters not covered in these Detailed Rules shall be handled in accordance with the relevant provisions of the Exit and Entry Administration Law of the People’s Republic of China and the Regulations on the Entry and Exit Administration of Foreigners of the People’s Republic of China.
Article 15 The Detailed Rules shall come into effect from the date of promulgation and shall be interpreted by the Office of International Student Affairs.
